JOB DESCRIPTION

The Berkeley-Charleston-Dorchester Council of Governments' primary objective is to assist constituent governments develop local and regional plans, within a three-county region located on the coast of South Carolina with a growing population of over 887,000, providing local governments with planning and technical support to improve the quality of life in the region. The BCDCOG staffs the Charleston Area Transportation Study (CHATS) Metropolitan Planning Organization (MPO) and services as the regional Economic Development District (EDD), provides direct support to local jurisdictions in comprehensive land use and land development planning, community and economic development (CDBG) project development, and infrastructure project implementation, as well as coordinates planning and implementation of multi-jurisdictional land use and transportation planning initiatives.

We are seeking a highly motivated, team-oriented planning professional to manage and advance projects that enhance the region's multi-modal transportation system using travel demand modeling and other tools and/or systems to measure performance of the system and impacts of implemented network improvements. Interested candidates should have a passion for innovative planning with a work ethic and motivation to strive for a positive impact on the region’s transportation system and quality of life.

Responsibilities for this position include planning, project management, and technical analysis to initiate and perform ongoing model development activities (such as calibration, validation and application of the model) and maintenance of regional demographic and other data required for routine aggregate-level modeling, as well as participation in other Planning Department initiatives including general transportation, comprehensive, land use, and environmental planning tasks and other related activities. This position will specifically be responsible for implementing and monitoring the MPO's congestion management process (CMP) and maintaining and monitoring the region's success in achieving targets for performance of multi-modal transportation network improvements.

This position requires a working knowledge of the principles and practices of travel demand modeling and computer programs including TransCAD and GIS applications such as CommunityViz, proficiency in data research and technical analysis, and a proven ability to analyze complex issues and communicate results in concise reports and presentations. Experience with a variety of model applications supporting metropolitan planning, statewide planning, transit ridership estimation and corridor analysis, familiarity with federal and state funding processes, knowledge of the principles and practices of regional planning in the areas of transportation, land use, the natural environment, economic analysis, social equity analysis, housing, inter-governmental coordination and other program areas are a plus. Ideal candidates are collaborative professionals with experience working with the public as well as the private sector, strong strategic and innovative thinkers who are organized and motivated.
