JOB DESCRIPTION

The Town of Breckenridge Housing Department is seeking a dedicated and customer service-oriented individual for the position of Housing Planner I, II or III.

Planners I-II perform complex and diverse administrative, technical, analytical and professional work. The incumbents work primarily in affordable workforce housing and long-range planning, with a reasonable degree of independent action and judgement. Housing Planners I or II assist in strategic planning, goal setting, administrative rules and regulations, housing action plans, policy development, research, special studies preparation and review, and tracking metrics and outcomes. In addition, this position also assists in managing the Town's pipeline of workforce housing projects and the planning, development, and construction of additional affordable housing projects. These roles interact with the public often, informing the general public of planning and housing regulations and procedures, and presenting at public meetings.

Planners III perform more complex affordable workforce housing and long-range planning duties. In addition to the tasks above, the incumbent may serve as project manager for housing projects, assisting with negotiating public private partnerships, analyzing and overseeing the predevelopment and the eventual construction of housing projects, managing budgets and contracts, and other projects as assigned. Work is to be carried out with a high degree of independent action and judgement in required time frames. This role frequently interacts with the public, stakeholders, partners, other Town departments, and elected and appointed officials.

Qualifications

PLACEMENT:

Placement for Planner I, Planner II or Planner III is at the discretion of Management and is generally based on organizational needs and an individual's qualifications. The following serves as a general framework of the minimum requirements (and preferences) for placement at each level:

Planner I (Entry Level-Minimum Requirements & Preferences):

  • Bachelor's Degree (Housing Development of Finance, Business, Planning, Community Development, Landscape Architecture, Architecture, Real Estate, Public Administration, or a closely related field).
  • One to two (1-2) years of local government experience in land use, urban planning, and comprehensive planning.
  • Public Sector experience (preferred).

Planner II (Minimum Requirements & Preferences):

  • Bachelor's Degree (Housing Development of Finance, Business, Planning, Community Development, Landscape Architecture, Architecture, Real Estate, Public Administration, or a closely related field).
  • Three to five (3-5) years of progressively responsible local government experience in land use, urban planning, and comprehensive planning. Alternatively, internal experience and job performance could be considered by the Director in lieu of the minimum years required.
  • Public Sector experience (preferred).

Planner III (Minimum Requirements & Preferences):

  • Bachelor's Degree (Housing Development of Finance, Business, Planning, Community Development, Landscape Architecture, Architecture, Real Estate, Public Administration, or a closely related field).
  • Master's Degree (preferred).
  • Four to six (4-6) years of progressively responsible local government experience in land use, urban planning, and comprehensive planning. Alternatively, internal experience and job performance could be considered by the Director in lieu of the minimum years required.
  • AICP certification (preferred).
  • Public Sector experience (preferred).

LICENSES OR CERTIFICATES REQUIRED:

  • A valid Colorado Driver's License is required within 30 days of hire.
  • Must be able to pass a criminal background check with an acceptable Motor Vehicle Record.

Additional Information

WORK SCHEDULE:

Typically Monday – Friday, 8:00 am – 5:00 pm with some evening meetings (primarily on Tuesdays), or other times/schedules as required to meet organizational needs.

SALARY RANGES:

Planner I:

Hiring Pay Range: $2,440 - $2,899.81 bi-weekly, or $63,440 - $75,395 if annualized.
Full Pay Range: $2,440 - $3,359.62 bi-weekly, or $63,440 - $87,350 if annualized.

Planner II:

Hiring Pay Range: $2,780 - $3,274.62 bi-weekly, or $72,280 - $85,140 if annualized.
Full Pay Range: $2,780 - $3,769.23 bi-weekly, or $72,280 - $98,000 if annualized.

Planner III:

Hiring Pay Range: $2,961.54 - $3,692.31 bi-weekly, or $77,000 - $96,000 if annualized.
Full Pay Range: $2,961.54 - $4,423.08 bi-weekly, or $77,000 - $115,000 if annualized.
