JOB DESCRIPTION

This position provides leadership, oversight, and direction to the Community Development Department, covering all areas of development including planning and zoning, community and economic development/redevelopment. Specific responsibilities include coordinating project financing, land development, land acquisition, preparation and administration of tax increment financed projects, and disposition of properties for development purposes. This individual is responsible for grant/loan applications and administration from federal, state and regional agencies; and the administration and implementation of the programs and projects funded by these sources to achieve established goals. This position officially represents and acts as a liaison for the City of Spearfish and Community Development Department with the City Council, City/County Boards and Commissions, public agencies, neighborhood/business groups and other civic organizations.

Salary range: (exempt salaried position) hiring range: $129,792.00 - $158,142.40 annual salary; position range: $129,792.00 - $197,496.00 annual salary

Minimum Qualifications:

To perform this job successfully, an individual must be able to perform each major job duty of the position satisfactorily. The requirements below represent the education and experience required.

· Knowledge associated with the completion of a bachelor's degree from an accredited institution in Urban Studies, Planning, Public Administration, or closely related field required; master's degree is preferred.

· Experience sufficient to thoroughly understand the diverse objectives and functions of the departments in the city to direct and coordinate work within the city. Five (5) or more years of progressively responsible public sector experience in community development including real estate and construction. At least three (3) years of supervisory experience in a leadership capacity.

· Possession of or ability to readily obtain a valid driver license issued by the State of South Dakota for the type of vehicle or equipment operated.
