Form-Based Zoning

The city ’s integrated development code includes a mapped mandatory form-based zoning district (§14-16-2-4(E)). This district includes four sub-zones with different permissible land uses, form standards, building frontage types, façade design standards, parking standards, and landscaping standards. 

Housing Supply Planning

The city's integrated development code includes standards that encourage a wide variety of housing types in residential and mixed-use zone districts. Included in the code is a transition zone district that is mixed use, which provides pedestrian-oriented access between residential and commercial zones, and provides another housing option (§14-16-2-4(A)).  

Rethinking Off-Street Parking Requirements

The city’s integrated development code includes multiple types of policy-driven off-street parking requirements. It exempts all uses in the Historic Old Town Zone from minimum off-street parking requirements (§14-16-3-5(J)(3)(a)). It exempts specific subareas and older buildings from minimum off-street parking requirements (§14-5-5(B)(2)). And authorizes parking reductions for transit proximity, shared parking facilities, and adjacent on-street parking (§14-5-5(C)(5)).

Solar Energy

The city's integrated development code permits primary "solar energy generation" by right in nearly all zoning districts and accessory solar energy systems in all zoning districts (§14-16-4-2). 

It permits ground-mounted solar energy systems to encroach in required setbacks and rooftop systems to exceed building height limits (§14-16-5(1)(F)).

It requires local streets to be oriented to facilitate solar access (§14-16-5(4)(E)(2)). It also instructs the city's Development Review Board to deny approvals for any subdivisions with deed restrictions or covenants that prohibit solar energy systems (§14-16-1(9)(C)).

The integrated development code also includes a section on solar energy rights intended to encourage the use of solar energy and settle property rights to create certainty around solar rights (§14-16-5(10)). It provides for solar rights permits, describing the application process and criteria for approval, as well as the process for recording solar rights with the county clerk.
