The city's zoning code defines solar energy systems and their components (§770-8). The code provides special provisions for wind and solar energy systems to facilitate provision of sites and balance the need for renewable energy with protection of public safety and community character (§770-54). Solar energy systems are permitted as accessory uses in all districts subject to standards; commercial solar energy systems are prohibited except as a special land use in the General Industrial district. Standards limit the number and surface area of collectors, though arrays of multiple collectors may be allowed if architecturally integrated with the building to which they are attached. Standards also address height, location, and setbacks for roof- and ground-mounted systems; general standards address screening, access and safety, lighting, controls, underground wiring, noise, and signage. The code allows property owners to provide for covenants and easements to protect solar access to collectors, but does not protect them shading from vegetation or structures that otherwise comply with zoning regulations. Abandoned systems must be removed. The code provides information on required permit application materials, including site plans.
