The city's General Plan addresses solar in the Conservation and Open Space chapter. Use of sustainable energy sources such as solar are to be increased (Chapter 6 Goal 4.2) through various techniques, including solar space and water heating and PV and thermal electric (Chapter 6 Policy 4.3.1). Solar access is protected for current and potential future solar collectors, through time and directional exposure requirements for various building scales, along with solar easements and requiring solar access plans for new development (Chapter 6 Goal 4.4.4, Policies 4.5.1-5; Policy 4.6.9). The plan provides solar collector design standards (Chapter 6 Policy 4.5.6). For new developments, larger developments are to be built with a certain percentage of solar powered homes (Chapter 6 Policy 4.6.17).
