Solar Energy

The city's zoning code establishes regulation and permitting of solar energy systems as a Class I approval in accordance with state requirements with limited review. Though the city may require a minor use permit if it anticipates specific adverse effects on public health and safety, it can only deny the permit with substantial evidence of adverse effects with no possible mitigation. Solar energy systems must meet all applicable state and local standards (§17.66.130). The accessory uses and structures section of the code permits carports with solar panels in all districts subject to an administrative permit (§17.48.010.3.c).
