The city's comprehensive plan includes a Solar Access Protection element that describes current patterns of energy use in the state as well as important issues in and recommendations for planning for solar access (p. 2). It also notes that trees should be of a suitable type and placed correctly on the property to not block solar access (pp. 3-4). It further discusses private and public actions that can be taken to promote solar and their application to commercial and industrial contexts (pp. 4-5).

The element sets a goal of supporting the use of solar energy as an alternative energy source, with related objectives of reviewing and modifying specific aspects of city regulations to remove barriers to solar (Objective 1.1) and ensure proper solar orientation of lots within the city (Objective 1.2).
