The city's zoning code includes a section on energy conservation, which states that the maximum number of buildings feasible shall receive sufficient sunlight for solar energy system use (§16.156.020.A), and that variances will be granted if needed for solar energy system functioning or to preserve solar access on a site (§16.156.030). The code notes that height limitations do not apply to rooftop structures, including solar heating devices (§16.62.010). It also establishes height limitations in certain districts for solar equipment (§16.22.030.B.note 11, §16.12.030.C., & §16.162.060.C). The code lists small-scale energy facilities, such as solar panels, as small-scale industrial service uses, and solar farms as large-scale industrial service uses (§16.88.040.D.4.7 & D.5.14).
