The county comprehensive plan's Land Use Element addresses solar energy, noting that the biggest obstacle to solar energy use is lack of solar access protections (p. 3-34). Policy 3-7, Minimize Incompatible Land Use Relationships Through Planning and Design, includes implementation strategies of integrating sustainable and green building approaches, including solar access, into development, and encouraging new development to accommodate passive and active solar energy systems by incorporating solar orientation and encouraging solar energy system installation (p. 3-46). A related priority action is to amend the zoning ordinance to provide for solar access (p. 3-54).
