The update to the Housing Element of the city's General Plan addresses solar energy. Under a goal of ensuring housing affordability through cost-effective energy conservation measures, a policy addresses adopting a solar rights ordinance to allow for solar easement dedication, and to reduce fees for solar energy system installation (8.1, p. 23 & p. 107).
