This document offers a model ordinance that addresses siting requirements for large utility electrical generation projects, including solar and other alternative energy sources. It exempts rooftop accessory PV panels and ground-mounted systems below a maximum size threshold that power an adjacent use.

The ordinance lays out permitting procedures and requirements and provides general standards for all projects as well as specific standards for different types of facilities, including solar energy generation.

The document also includes a section discussing siting issues that apply to solar energy as well as other alternative energy projects.
