Capital Improvements Programming

The city’s comprehensive plan includes a capital facilities element. This element includes a capital facilities vision statement, an overview of state requirements, level of service standards, a discussion of the city’s capital facilities inventory, funding of capital facilities, and policy recommendations to guide capital improvements planning.

Comprehensive Planning

This city's comprehensive plan, adopted in 1995 and updated in 2016, achieved Bronze-level recognition in APA's Comprehensive Plan Standards for Sustaining Places Recognition Program Pilot in 2016. The plan features a clear vision and goals and addresses plan implementation, monitoring, and updates well. Nine elements address land use; housing; transportation; utilities and public services; parks, recreation, trails, and open space; economic vitality; cultural; human services; and capital facilities. Each element includes a vision statement, lists state planning requirements, and lays out goals, policies, and implementation measures for that topic. The plan also includes an appendix of 26 community sustainability indicators grouped into eight sustainability themes; for each indicator the plan provides a definition, explanation of importance, targets and goals, and status update.

Food Systems

The city's comprehensive plan addresses food issues in its Human Service Element, establishing a Healthy and Sustainable Food Access and Security goal to implement regional and county food-related policies. The plan establishes six policies that address food access and food security through supporting and growing the local food economy and ties local food production to supporting climate change reduction by reducing carbon emissions.
