Housing Supply Planning  |  Rethinking Off-Street Parking Requirements

This report analyzes the effects of minimum off-street parking requirements on housing affordability in New York City. It supports the idea that developers provide more parking than the market demands in order to satisfy off-street parking requirements and that this distorts housing markets. It discusses alternatives to basing minimum off-street parking requirements on projected peak demand and highlights examples of parking reform efforts in other communities.
