Creative Placemaking

The city’s zoning code establishes requirements and procures for new developments to incorporate public art and establishes an urban art fund that supports creative placemaking. Developments can pay an in-lieu fee to an urban art fund that is equivalent to one percent of the value of the project (§30.37.060). The city’s Arts and Cultural Plan states that the urban art fund can be used to support cultural arts events, cultural programming, mural/neighborhood beautification, and performing arts.

Design Review

Chapter 2.52 of the city's municipal code establishes the design review board. It addresses composition, compensation, qualifications, terms, powers and duties, and other elements. Chapter 30.47 lays out the intent and purpose and applicability of the ordinance, as well as the reviewing authority for different areas. It addresses basic standards for review as well as review procedures.

Small Wireless Facilities and Wireless Facilities in the ROW

In the city code's Streets, Sidewalks and Public Places title, the Encroachments and Excavations chapter addresses wireless telecommunications facilities encroachment permits (§12.08.037). Provisions adopted in 2010 require encroachment permit for installation of wireless facilities in the public right-of-way. The code sets extensive application requirements; requires community notice; allows for expert review, if required, to be paid for by the applicant; provides detailed development standards for different types of facilities; and allows for appeals.
