Housing Supply Planning  |  Improving Development Review

This report prepared for the National Association of Homebuilders argues that lengthy and unpredictable land development review and approval processes add costs to housing development and hurt affordability, and suggests improving the efficiency of those processes to help lower housing costs. The report presents seven strategies: streamlining and consolidating the review process, increasing staff capacity, creating an expedited review process, implementing online permitting, creating accountability, making the process more user friendly, and pursuing state-level improvements. It then provides lists of local examples for and offers case studies of each strategy.
