Housing Supply Planning  |  Inclusionary Housing

The borough's zoning code addresses inclusionary housing (§19-1951). An affordability provision of 10 percent applies to all development that creates six or more residential units. Units must remain affordable for 99 years.

The code provides for alternative compliance through payment of a fee in-lieu, offsite unit development, or building or land donation. The borough offers incentives of one bonus unit per inclusionary unit, with modifications to development standards to accommodate additional units. Standards for inclusionary development address phasing, bedroom mix, and similarity to market-rate units. The code provides standards for household eligibility (priority is given to county residents and workers) and calculating rent and sale prices; the borough has first option to purchase inclusionary units.
