This article reports on a survey of municipal chicken-keeping ordinances in the 100 largest U.S. cities. It explores the benefits of and residents' concerns about keeping backyard chickens, and draws from survey results to identify regulatory norms and both more and less effective ways to regulate the keeping of chickens. The article concludes with a proposed model ordinance with introductory commentary for use by municipalities.
