This report from the Portland State Urban Studies and Planning Faculty Publications and Presentations series describes the findings of a survey of 134 urban livestock owners in 48 cities to determine their motivations, management practices, and compliance with local ordinances. It recommends that planners should reevaluate setbacks and restrictions on animal limit requirements in favor of establishing minimum space requirements that raise animal welfare standards.
