This model bylaw provides a template to help municipalities in Massachusetts’s Pioneer Valley draft regulations for a special-purpose overlay to encourage contextual infill and redevelopment. Model provisions address purpose, district boundaries, residential infill development, mixed use development, use regulations, landscape standards, parking standards, commonly held lots, fires and disasters, conflicting provisions, and severability.
