The city’s zoning code includes multiple incentives to encourage transit-oriented development (TOD) near heavy and commuter rail stations. It reduces the minimum required lot area per residential unit (§17-3-0402-B), authorizes bonus FAR (§17-3-0403-B and C), increases maximum permissible heights (§17-3-0408-B), and reduces minimum off-street parking requirements (§17-10-0102-B).

Food Systems | Urban Agriculture

The city amended its zoning ordinance in 2011 to address urban agriculture uses. The code defines "community garden" as a parks and recreation use (§17-17-0103-F) and defines three types of "urban farms": indoor, outdoor, and rooftop operations (§17-17-0104-H).

The code provides brief standards for urban farms addressing landscaping, fencing, and composting (§17-9-0103.3 et seq.).

Standards for community gardens address size, accessory buildings, composting, and on-site sales (§17-9-0103.5 et seq.).

Community gardens are permitted by right in all zoning districts (§17-2-0207); the three types of urban farms are permitted by right in many nonresidential districts (§17-3-0207).

The code provides parking standards for commercial gardens and greenhouses (§17-10-0207).
