Colorado’s Water Efficiency Act of 2004 mandates that all retail water providers that sell more than 2,000 acre feet of water per year must develop water conservation plans to be approved by the Colorado Water Conservation Board. It also expands the duties of the Office of Water Conservation, and provides a funding source for water conservation and drought mitigation planning projects. It encourages water conservation, water use efficiencies and drought planning by private and public water agencies, utilities etc.
