This report considers the impacts of implementing autonomous vehicles at different levels of safety improvements. It analyzes three automated vehicle introduction policies: at 10 percent, 75 percent, and 90 percent safety performance improvements in comparison to the average human drivers. Then, it models these policies under different future conditions and provides policy implications. It concludes by stating that it is important to find a safety improvement middle ground for introducing autonomous vehicles.
