This briefing paper evaluates inclusionary housing programs to determine factors for their success. It finds that inclusionary housing programs work best in strong housing markets, that mandatory programs tend to work better than voluntary programs, and that the most effective inclusionary housing programs include incentives to help offset costs, are predictable with clear guidelines, and have flexible compliance options.
