This briefing paper draws from a 2016 national survey of inclusionary housing programs to offer insights on the inclusionary housing programs currently operating in the United States. The survey found a growing interest in inclusionary housing programs among municipalities and reports that mandatory programs far outnumber voluntary programs and most programs apply to both rental and for-sale development; many communities offer incentives, with density bonuses being the most common; some communities offer different compliance options to developers, though requiring on-site construction of affordable units is the most successful strategy for promoting housing integration; and most programs have affordability requirements of 30 years or longer.
