This briefing paper from the Center for Housing Policy argues for the importance of flexible inclusionary housing policies to help improve the feasibility of affordable housing development. The brief offers four ideas for increasing flexibility: allowing off-site development in low-poverty neighborhoods with transit access, offering options to preserve or increase affordability of existing housing, restricting areas where in-lieu fees can be used, and providing flexibility on the income levels served.
