Housing Supply Planning

This functional plan presents a strategy for achieving the goals set in the housing element of the city’s comprehensive plan, committing to a “housing for all” approach. It compares the city’s regional housing needs allocation to the expected new employee households by income category in Figure 2, finding a greater housing need for extremely low-, very low-, low-, and moderate-income residents than originally predicted.

Inclusionary Housing

The city’s housing action plan addresses inclusionary housing. The plan establishes an objective of building 2,500 affordable housing units in the current general plan housing element cycle (through 2023), with 30 percent of those affordable to lower-income households and 20 percent affordable to moderate-income households.

The plan offers five programs to achieve that objective, including an increase in inclusionary affordable housing (Program 1). Four actions within this program include amending the city’s housing allocation plan ordinance to add a new inclusionary housing requirement, and offering a range of regulatory and financial incentives, including density bonuses and development fee waivers, to encourage developers to construct affordable units instead of paying an in-lieu fee.
