Housing Supply Planning  |  Inclusionary Housing

The city's zoning code addresses inclusionary housing in a 2004 ordinance updated in 2018 (§10-2.3.901 et seq.). The ordinance begins with a purpose statement that references the general plan and a list of definitions.

Requirements apply to all developments. For ownership and rental projects, the required percentage of affordable units ranges from six to ten percent based on the level of affordability targeted (very low-, low-, or moderate-income households). If a development eliminates existing affordable units, they must be replaced on a one-for-one basis. Units must remain affordable for 55 years.

Standards for inclusionary units address unit mix, location, design, timing. Compliance alternatives include in-lieu fees, off-site unit construction, land dedication, or provision of moderate-income units. Approval of an inclusionary housing agreement is required. The city may grant incentives, including unit size reductions and alternative interior finishes or density bonuses.

The city also provides for voluntary provision of affordable housing for very low income, low income, moderate income, and senior households in exchange for density bonuses (§10-2.3.1001 et seq.).
