Housing Supply Planning  |  Inclusionary Housing

This briefing paper highlights lessons learned from U.S. cities that have implemented flexible but effective inclusionary housing policies to both produce new affordable housing and support economic revitalization in urban neighborhoods with weaker housing markets. Suggested strategies for optimizing policies include geographic targeting to certain census tracts, limiting policies to specific zoning districts, and varying policies by project type.
