This briefing paper discusses property assessed clean energy (PACE) programs as an option for municipalities to finance renewable energy projects. PACE programs aggregate many small projects into a large pool to be financed by the city or county and then repaid by the property owners via a long-term property tax assessment. The briefing paper discusses the advantages, challenges, and approaches to implementing this type of program.
