This article investigates the impact of NIMBYism on affordable housing development, exposing the tension between democracy and equity. It looks at the characteristics of community opposition to affordable housing from a national survey to show how the participation of those with wealth and power can overshadow participation from marginalized groups. It concludes with a call for planners to be advocates for the marginalized, while addressing legitimate concerns from community members.
