Social Equity

This article features Norman Krumholz speaking on his experience with equity planning in Cleveland in the 1970s. It discusses exploitative development, local politics, and professional ethics, and shares the stories of the transfer of the Cleveland Transit System to the Greater Cleveland Regional Transit Authority and of the development of Tower City. It considers the impact the practices of the Cleveland Planning Department had on the local political system, on practicing planners, and on teaching. The conclusion shares practical lessons for advocacy planners.
