This report is a literature review that outlines different methods for assessing community needs, analyzing capital flows, and calculating capital gaps. As an example, it applies these methods to Minneapolis and St. Paul, Minnesota. Appendix A includes a literature matrix for community needs, Appendix B for capital flows, and Appendix C for capital gaps.
