Housing Supply Planning

This guide aims to build the capacity of nonmetropolitan communities to assess their housing needs. It reviews the seven steps in a housing needs assessment process, which include:

• Initiate the process
• Identify the problem
• Develop the community housing profile
• Assess local housing needs
• Set public policy goals and objectives
• Prepare community housing strategies and action plans
• Implement, monitor, and evaluate progress.

Appendix A shares what types of data are most relevant and where to find them and Appendix D includes a sample survey for residents.
