This guide presents a community needs index that local officials can use to assess current and project future needs with public data. It combines a needs index and a fiscal capacity index to more accurately estimate a community’s need for federal financial support. Table 1 lists and defines the needs indicators and Table 23 shares the variables used to measure fiscal capacity.
