Housing Supply Planning

This model document provides a template to help cities assess and plan to address housing needs. The template gives space for an analysis of current demographic and housing conditions, the housing needs of special populations, homelessness, the housing market, and affordability, as well as space to set housing priorities. Appendix A provides a community needs survey and Appendix B lists sample focus group questions.
