This briefing paper is a literature review on the relationship between affordable housing and property values. It finds that there are several contextual factors, like the degree of concentration of affordable housing units, neighborhood context, and management, that influence this relationship, but that the mere existence of an affordable housing development does depress property values. It recognizes that design quality and tenant characteristics are variables that have been understudied in the literature.
