This report considers how effective local inclusionary zoning policies are at improving economic opportunity and reducing racial disparities. It discusses the differences between inclusionary housing programs, due to state regulatory contexts and market conditions, and looks at the impact they have on developers. It also identifies gaps in research that prevent the full effect of inclusionary zoning policies from being understood.
