This case study discusses how low-income residents in Washington, D.C. were displaced from their homes due to a fire and used the city’s Tenant Opportunity to Purchase Act to rehabilitate their building and preserve affordability in a changing neighborhood. It also highlights the investments made to make the building more energy efficient.
