This functional plan describes the need for affordable housing in Austin, sets goals, and identifies five key actions. It builds off the city’s Comprehensive Housing Market Analysis to identify the number and types of housing units that will be needed in 2025 and to adopt a holistic approach that involves development and preservation. Figure 8 identifies funding mechanisms and tools and Appendix B provides an implementation matrix for the proposed strategies.
