Accessory Dwelling Units
Arizona authorizes one attached and one detached accessory dwelling unit (ADU) on any lot where a single-family dwelling is permissible, subject to maximally restrictive development standards (§9-461.18; §11-810.01). And it authorizes one additional detached ADU on lots over one acre if at least one ADU on the lot is deed-restricted as affordable housing.
Home Occupations
Arizona authorizes licensed home-based businesses in all unincorporated areas of counties, subject to maximally restrictive zoning standards (§11-820). These standards address nonresident employees, client visits, sale of goods, and traffic, parking, and delivery activity.
Housing Supply Planning
Arizona requires all municipalities with populations of at least 50,000 to include a housing element in their comprehensive plans (§9-461.05.E.6). This element must include a housing needs assessment.
Planning and Zoning Enabling Laws
Arizona requires all counties and some cities and towns to prepare comprehensive plans. And it authorizes all counties, cities, and towns to adopt zoning regulations.

Residential Infill Development
For all municipalities with populations of at least 75,000, Arizona authorizes duplexes, triplexes, fourplexes, and townhomes on all lots zoned for single-family residential use within one mile of the municipality's central business district and on new development sites of at least 10 contiguous acres, subject to maximally restrictive standards (§9-462.13). These standards address height, floor area, owner occupancy, commercial building codes, and off-street parking.
Small Wireless Facilities and Wireless Facilities in the ROW
Arizona authorizes collocated small wireless facilities on utility poles, monopoles, or wireless support structures in public rights-of-way, subject to maximally restrictive standards (§9-591 et seq.; §11-1801 et seq.). These standards address height, spacing, objective design standards, and approval timeframes.
