This briefing paper addresses the growing need to manage and balance conflicts of interest between farmland protection and solar energy expansion. It examines solar siting policies in seven states that experience solar energy development on agricultural land, including solar site permitting on farmland, agricultural assessment conversion penalties, and access to state incentives for solar facilities development on farmland.
