Farmland Protection | Transfer of Development Rights | Food Systems

This article examines the effectiveness of transfer of development rights (TDR) programs. It uses the case of Montgomery, MD, to understand spatial development patterns of lands under TDR programs and if such programs succeed in preserving farmland. The findings suggest that while TDR programs in the county encourage farmland preservation, they can also lead to scattered development patterns.
