This report identifies key principles local governments can follow when considering large solar developments. These key principles include creating public awareness, maximizing community benefits, reducing the impact of solar projects, and aligning agencies, plans, and regulations.  It aims to increase community readiness, provide examples and lessons from existing initiatives, and address utility-scale solar projects in land use plans.
