Scenario Planning

This briefing paper explores planning projects in categories where scenario planning has not typically been studied: neighborhood and district plans, medium-sized city comprehensive plans, and metropolitan planning organizations serving small and medium sized regions. It shows how scenario planning methods have been applied, such as scenarios focused on different uncertainties, and the use of scenarios to analyze specific policies or projects.
