Complete Streets 

This report evaluates the success of North Carolina Department of Transportation’s (NCDOT) Complete Streets Policy and Complete Streets Planning and Design Guidelines. The evaluation assesses how the policy is implemented across NCDOT units, how the policies work with other state policies, and a best practices review for complete streets implementation and monitoring. Part of the process was interviewing 45 stakeholders, and they found implementation and funding were challenges.
