Cleveland's inner ring suburbs are historic, walkable, and diverse places to live; however, years of demolition left more than 5,000 vacant, single-family lots scattered in neighborhoods. These lots provided an opportunity for infill housing, but outdated zoning hindered construction. More than 40 percent of single-family lots did not meet local code requirements for minimum lot size, and more than 45 percent did not meet local code requirements for minimum lot width. Over the course of two years, a multi-jurisdictional, regional consortium of the First Suburbs, the Cuyahoga County Planning Commission, the Cuyahoga Land Bank, banks, and local communities partnered to address zoning challenges. Hear about impacts of this work, which was awarded the APA County Planning Division's Award of Excellence, including one community's experience as it welcomed more than 100 new homes.
In this presentation, learn how to measure your zoning issues and discover free tools to address them, including a checklist for assessing codes, a strategy guide for approaching updates, a tool to test zoning changes, and approaches to incentivizing infill. Cleveland's unique partnership is addressing local reform and you can use these tools to address the issue locally.
