The City of Tulsa, Oklahoma's Neighborhood Conditions Index (NCI) uses standardized data to evaluate neighborhood conditions based on comprehensive plan categories, just as personal health assessments use standardized data to evaluate individual health. Tulsa's previous small-area plans only covered 20 percent of the city, but with NCI, 80 standardized reports capture conditions citywide. These reports, available in English and Spanish, guide the city's equitable resource investments and help residents identify assets and opportunities.

Various programs and services have stemmed from NCI:

  • A Resource Center with services offered by local organizations, partners, and the City of Tulsa;
  • A Mapping Center visualizing NCI scores and demographic data citywide;
  • One-hour workshops to train stakeholders to use NCI;
  • Neighborhood Academy, a program that equips residents with tools needed to organize and effect change; and
  • An NCI Pilot Program, which works with selected neighborhoods deploying city services and resources that align with NCI data.
