Scott Polikov epitomizes the classic town planner— a person who looks 100 years into the future and imagines how to get there starting today. After a career as a successful Washington, D.C., lawyer, Polikov realized his calling was to marry the economics of place with neighborhood design. For two decades, Scott has focused on value capture—the regenerative power of linking regional connectivity with local placemaking through form-based constructs. Working throughout Texas, in many other states, and overseas, his civic leadership continues to demonstrate how the marketplace can be harnessed predictably to create communities that reinvent and evolve from generation to generation. Inducted 2016.

Professional Biography

 

Founder of Gateway Planning Group and GP Development LLC, Scott Polikov has committed his second career to harnessing the Economics of Place. Giving birth to over $12 Billion in urban infrastructure, walkable urban-suburban projects and historic downtown redevelopment, Scott essentially has facilitated urban design and place-based economic development—in the best sense—as a community developer in a “planner’s cape.”

 

Scott started his first career as law clerk for Justice Jimmy Carroll and then as lawyer with venerable public policy firm, Patton Boggs, in Washington, D.C.  Practicing law for 15 years, Scott excelled litigating commercial disputes, pursuing civil rights and advancing natural resource protection.

 

Returning to Texas, Scott was appointed by Texas Land Commissioner Garry Mauro as the Director of the Texas Alternative Fuels Program. Scott also was appointed by the City of Austin to serve on the Capital Metro Transportation Board, and he represented the transit authority on the board of directors of the Austin Area’s Metropolitan Planning Organization, CAMPO. Alarmed CAMPO’s Long Range Transportation Plan ignored development patterns in a sustainable way, Scott changed careers and established Gateway Planning Group to focus on walkable mixed-use projects and neighborhoods and the economics to create and sustain them. In a nutshell, Scott and his teams utilize capturing consumer and labor leakage plus the expansion of spending power and real estate values to create or rejuvenate enduring places.  This approach also encourages local job creation.

 

After many years in his second career, Scott was nominated by the Texas Chapter of the American Planning Association and inducted into the College of Fellows of the American Institute of Certified Planners (FAICP) for his contribution to the planning and development profession for instilling the public interest into his private work, and instilling a market-focus in his public work. His accomplishments with place-making through the utilization of public-private finance and value capture via enduring design was recognized as exemplary. 

 

Challenged as all are, Scott is committed to using his lifetime of work in equitable ways to develop and redevelop places so that healthcare and economic development are mutual beneficial.
