FAICP Statement

Since 1992, Julie Pastor has been Planning Director for one of the fastest growing jurisdictions in the country; Loudoun County, Virginia. Her inclusive style, a steadfast defense of citizen-based goals, and a commitment to staff empowerment have enabled progressive and sustained results. Her efforts have led to: comprehensive environmental and cultural protection strategies, land use review that incorporates fiscal analysis, an expanded rural economy and a series of vital transportation initiatives. Leading by example, Ms. Pastor has inspired and prepared a generation of planners who continue to look to her as mentor and friend from new positions throughout the country. Inducted 2014.

Professional Biography

Ms. Pastor enjoyed an over 35-year career with service in both the private and public sectors. With a hands on style and inclusive approach, she built, managed and led multi-disciplinary teams to results that have proven to be innovative, forward-thinking and sustainable. For 22 years, until her retirement in 2015, she served as the Planning Director for Loudoun County, VA during a period of unprecedented growth and change. Her previous professional experience included: Senior Planner, Delta Research Corporation, Arlington VA, 1991 - 1992; Senior Associate, Sasaki Associates, Inc., Washington DC, 1989 - 1991; Senior Associate, Associate Planner, EDAW Inc. (now AECOM), Alexandria VA, 1984 - 1989; Senior Area Planner- Ward 1, DC Office of Planning, Washington DC, 1983 - 1984; Community Planner- Downtown, DC Office of Planning, Washington DC, 1981 - 1983; and Community Planner/Research Affiliate, U.S. Department of Housing and Urban Development, Washington DC, 1979 - 1981 She has been an AICP Member since 1984 and was inducted into the College of Fellows in 2014. Currently she serves as a member of the National APA College of Fellows Committee and the FAICP Pipeline and Nomination Process Task Force. Other APA activities include: 2013 APA Virginia Conference Host Committee Member & National Planning Conference Resume Clinic volunteer since 2013; 2004 National Planning Conference Washington, DC: Host Committee Member and Mobile Workshops Sub-Committee Chair; 1992 National Planning Conference Washington, DC: Host Committee Member; Board Member/Treasurer, National Capital Area Chapter (NCAC) (1987-1992); Contributor/Author for three editions (1980, 1984 and 1992) of the NCAC and Smithsonian-sponsored publication Washington on Foot; Charter Member of the APA Private Practice Division in 1988. In 2018, she was appointed to the Leesburg Board of Architectural Review.
